Commission to Study the Public Employees’ Retirement Benefits System

Establishes a special commission to study the public employees’ retirement benefits system.

5 Allowable Earning Increase for Disability Retirees Amends MGL 32:91A by providing that the amount of earned income received by a disability retiree, when added to the disability retirement allowance, cannot exceed the regular compensation that would have been payable to the retiree had he remained in service, plus $10K, as opposed to the current $5K.

Primary Sponsor: Jones Constitutional Officers and State Administration Subject 8 Agency Credit Card Audit Amends MGL 11 by requiring the State Auditor to complete an audit and accounting of all agency credit cards by December 31, 2015.

Primary Sponsor: Jones Constitutional Officers and State Administration Subject 12 Electronic Records Requires the Secretary of Administration and Finance to reduce state use of paper filings and records by utilizing electronic methods of gathering and disseminating information where feasible, and creates a 25 member commission to analyze the expansion of electronic filings and transactions within the judiciary.

Primary Sponsor: Jones Constitutional Officers and State Administration Subject 29 Regulatory Process Reforms Amends MGL 3 and MGL 30A by requiring any agency engaged in the rulemaking process to submit proposed regulations to the Legislature for approval, file small business impact statements for all new regulations, issue a regulatory cost/benefit analysis upon written request for all proposed regulations, review all regulations once every 6 years, and issue a cost/benefit analysis on any state expenditure over $500,000.
